南京市江宁区财政局创立了一套独特的贯标与绩效考评模式。它们将IS09001管理体系标准和服务标准有机结合,实行贯标长效管理,全面推行“责任、督办、考核”三位一体的工作督察体系,培育了机关工作的执行文化,建立了科学的干部考评机制,形成了以制度推动工作的运行机制。其主要经验和做法是:树立现代管理理念,强化员工服务意识;明确办事依据,规范财政服务行为;严格过程控制,提高财政服务质量;完善工作记录,全面提升监督考核水平;推行绩效考核制度,加强财政干部队伍建设。同时,我们在对江宁区财政局绩效考评的调查中,又引伸出对绩效考评程序和绩效考评方法的理论思考。

At the same time, in the survey of performance appraisal of Jiangning District Finance Bureau, we also extend the theoretical thinking on performance appraisal procedures and performance appraisal methods.
