(一九六一年一月二十四日)我们还很落后,全国解放才十一年,还有许多工作做得不够好。现在工业水平还很低,农业问题还未过关,解决这些问题大概需要二十年,现在可以说有了较好的基础。去年我们有了一千八百万吨钢,没有这一基础解决起来就要慢得多。但是我们的一千八百万吨钢和法国、英国、日本、苏联等国不同,品种不多。我们想放低速度,解决质量问题,我们有个口号叫大跃进,以前大跃进是数量,现在转向质量,这也很费劲。现在我们只有百分之几的土地是使用机器,农业比你们还要落后。我们国家大,要用很多机器,钢铁总要发展。要搞农业机械化,可是搞农业机械化就要放低工业速度。社会主义建设的有计划按比例的发展规律,主要是工业与农业的关系。现在任何一个社会主义国家也没有解决这一问题,包括苏联在内。
(January 24, 1961) We are still far behind. Only 11 years have passed since the liberation of the country, and many other jobs have not been done well enough. Now that the industrial level is still very low, the agricultural problems have not yet been cleared. It will take about 20 years to solve these problems. Now we can say that we have a good foundation. Last year we had 18 million tons of steel, and it would have been much slower to solve without this foundation. However, our 18 million tons of steel and France, Britain, Japan, the Soviet Union and other countries different, not many species. We want to lower the speed and solve the quality problems. We have a slogan called the Great Leap Forward. In the past, the Great Leap Forward was the quantity and the quality now turned to quality. This is also very laborious. Now that we use only a few percent of the land, agriculture lags behind you. Our country is big, we need to use many machines, and the steel industry always needs development. To engage in mechanization of agriculture, however, we must lower the rate of industrialization in the mechanization of agriculture. The law of planned and proportionate development of socialism is mainly based on the relationship between industry and agriculture. Now no socialist country has solved this issue, including the Soviet Union.
