在我国政策制定中,多元利益的表达和参与已取得长足进展,但由于缺乏有效的利益协调与共赢机制,在利益表达和参与之后,各方意见往往难以协调和收敛,有时反而激化矛盾。问题很大程度上归因于缺乏一套系统的、可操作的、适合中国国情的多元利益协调与共赢的理论与方法。本文提出了指导多元利益协调共赢的方法论框架,包括多元利益的“博弈-协商”共赢过程、利益共赢的若干模式、支撑性的方法和技术,讨论了方法论的构建思路以及可以利用的相关理论和方法。
However, due to the lack of an effective coordination and win-win mechanism for interests, the opinions of all parties are often difficult to coordinate and converge after the interests are expressed and participated in. However, contradictions have sometimes intensified on the contrary.
