机构分设后,省地税局根据当时地税工作所面临的形势即办公房破.年轻人多,装备差等适时地在全省提出了加强“三基”建设的正确决策,两年来以我们安阳市郊区地税局为例,经过全局上下的多方努力,在“三基”建设方面取得了很大成绩,主要表现在:基层所办公用房有了明显改善,技术装备有了一定更新,人员业务素质有了显著提高.但是,在看到取得的这些成绩的同时.在“二基”建设的背后,还隐藏着诸多问题,亟待解决,如果不能很好地解决,将会严重制约今后“三基”建设的进程.下面就以郊区地税局为例,就“三基”建设方面存在的问题进行剖析:
