公共产品是市场运行机制理论的一个逻辑延伸,中国公共产品问题则导源于制度变迁和变迁力度的不断加大。市场经济理论对公共产品问题的研究似乎只能运用框架和分析工具,但与此同时,现实市场体制和市场经济理论也对公共产品的研究形成了理论约束或束缚,中国社会主义市场经济作为一种社会追求或现实构建不应使市场经济完全遮蔽社会主义的价值追求。在公共产品问题上应当构建体现这种价值追求的理论概念和思路。在实践中,要破除市场失灵论划定的狭窄区域,最终建立社会主义市场经济特有的公共产品理论和公共产品配置体系。
