The National Research Council of the United States proposed a 10-year plan of international cooperation to mitigate the effects of natural disasters. The council said 250,000 of the 1.5 million people hit by the 1976 China Tangshan earthquake killed. In contrast, only 150 people were killed in the same-magnitude quake that occurred in Valparaiso, Chile, in 1985, when there were about 1 million people in the area. The council said in a report: “The difference between the destruction of the two cities is due to their different architectural design, Valparaiso adopted a modern seismic design to prevent the collapse of buildings and reduce damage, while Tangshan is not” .
