中美轮胎特保案出现了我们最不愿意看到的结果。9月11日,星期五,美国“9·11”恐怖事件8周年。当天深夜,白宫突然对外发布消息,美国总统奥巴马决定对中国轮胎实施带有明显保护主义色彩的特保措施。这让连续争执数月的中美轮胎特保案迅速滑落至最糟糕的境地——中国开始严厉而快速地反击。但奥巴马表示,向中国轮胎加征关税并非意在“挑衅中国”。不过,不论他怎样自圆其说,都阻挡不了中美轮胎特保第一案成为奥巴马时代中美贸易史上的一个标志性事件,影响极坏。而对于全世界来说,奥巴马的做法也无异于公开宣布,一向号称反对贸易保护主义的美国所崇尚的资本主义自由也是有底线的。
