该文运用系统科学原理对县级水土保持规划的论证进行了探讨,提出了运用整体性原理论证规划的系统观点,用相关性原理论证规划的结合度;用有序性原理论证规划的层次结构;用动态性原理论证规划的进度安排;用分解综合原理论证规划的措施体系;用创造思维原理论证规划的先进性;用验证性原理论证规划的指标体系;用反馈原理论证规划的可操作性。
In this paper, the system science principle is used to discuss the demonstration of county water and soil conservation planning. The systematic viewpoint that using the holistic principle to justify the planning is put forward. The degree of association is demonstrated by the principle of relativity. The hierarchical structure ; Using dynamic principle to demonstrate the schedule of planning; demonstrating the planning system by decomposing the comprehensive principle; demonstrating the advanced nature of planning by creating the principle of thinking; verifying the planning index system by using the confirmatory principle; demonstrating the maneuverability of the planning by means of feedback theory .
