随着中国对外贸易的迅速发展,西方各国的贸易保护也在不断升级,反倾销则是它们的护身法宝之一。说它是法宝,一是它合法,上有关贸总协定规则,下有各国立法,使你无法招架;二是有很大随意性,动不动用“替代国”调查判你倾销,使你有理难辩,又无法报复。自1979年以来,中国遭国外反倾销指控数以百计,真是铺天盖地,大有黑云压城城欲摧之势。现在国内越来越多的企业被卷进反倾销浪潮之中,而结果我们总是胜少败多,大多以被征收反倾销税,中方承诺提价或自限出口为结局。我们几十年苦心开拓的国外市场怎能任意沦丧;标有“MADE IN CHINA”的中国产品怎能任人逐出。中国外贸部门应认真对待反倾销,中国各生产企业也应认真对待反倾销。 当每一起对华反倾销案发生时,应诉者总是寥寥无几,甚至有的案件竟无一个应诉者。中国人不愿打官司。西方国家抓住了中国人的这一弱点,于是频频地指控中国倾销商品,以达到限制中国产品进入本国市场的目的。曾帮中国公司打过6件美对华反倾销官
