深化公共行政价值观研究是时代发展的客观需要;是行政改革的内在要求;是公共行政理论发展的必经之路。国内公共行政价值观研究大致可以划分为“多要素综合”行政价值观、“一元”行政价值观、“公平—效率”行政价值观等六大“流派”。这些研究成果,为经后的继续研究奠定了基础;但研究中仍然没有取得实质上的共识,加剧了公共行政价值观念的“分化”程度。展望今后公共行政价值观研究,须坚持以马克思主义为指导、提倡“百花齐放、百家争鸣”、期待“主体合流”、“综合创新”。
Deepening the study of the values of public administration is an objective need for the development of the times; it is an inherent requirement of administrative reform; and the only way for the development of public administration theory. The research on the value of domestic public administration can be divided into six major categories such as “multi-factor comprehensive” administrative values, “one dollar” administrative values, “fairness-efficiency” administrative values and so on. These research results lay the foundation for further research in the post-war period. However, no substantive consensus has been reached in the study, exacerbating the degree of “differentiation” in the value of public administration. Looking forward to the study of the values of public administration in the future, we must uphold the guidance of Marxism and advocate “letting one hundred flowers bloom and one hundred schools of thought contend ” and look forward to “the main body merging ”, “comprehensive innovation ”.
