自国家烟草专卖局于2009年3月在全国烟草公司系统内开展对标工作以来,始终将对标工作作为加强企业基础管理的重要举措。在不断完善对标指标体系的同时,全面建立了对标工作的跟踪改进机制,使全系统在成本控制和效率提升方面均取得了一定的成效。本文就烟草行业对标工作开展的过程,及昆明市烟草专卖局(公司)在对标过程中取得的成效进行全面分析。通过对标的引领作用,逐步缩小与国内外先进企业管理水平的差异,全面推进行业企业管理水平的提升。
Since the State Tobacco Monopoly Bureau conducted the benchmarking work in the national tobacco company system in March 2009, benchmarking work has always been taken as an important measure to strengthen the basic management of the enterprise. While constantly improving the benchmarking index system, the tracking and improving mechanism for benchmarking work has been fully established, and the entire system has achieved some success in terms of cost control and efficiency improvement. In this paper, the process of benchmarking work in tobacco industry and the achievements made by Kunming Tobacco Monopoly Bureau (the company) in the process of benchmarking are analyzed comprehensively. Through the leading role of the standard, and gradually narrow the difference between advanced enterprise management level at home and abroad, and comprehensively promote the improvement of the industry management level.
