GHS是全球化学品统一分类和标签制度的简称,是1992年联合国环境与发展会议提出,联合国经济和社会理事会危险货物运输和全球化学品统一分类及标签制度专家委员会2002年通过,旨在指导世界各国制定化学品管理战略,预防、控制、减少化学品危害,保护人类健康与生态环境的制度。GHS为全球化学品危险性信息、管理规则的统一提供了基础。GHS还为国际化学品贸易提供了方便,可以减少对化学品的重复测试和评估,降低化学品国际贸易成本。《全球化学品统一分类和标签制度》(GHS)是在联合国有关机构的协调下,以欧美和联合国现行主要分类标签制度为基础,经过多年努力创建的一套科学的、标准的化学品分类标签制度。GHS从物理危险、健康危害和环境危害3个方面对物质和混合物进行分类,其中物理危险16类,健康危害10类,环境危害2类,共28类危险性。GHS的核心是让全世界的国家能够将化学品的危险性信息以一种统一的、易懂的形式传递给工人和消费者,其确立的化学品危险性分类及公示的有关规定已被国际社会接受。 GHS is the abbreviation of the Globally Harmonized System of Classification and Labeling of Chemicals adopted by the United Nations Conference on Environment and Development in 1992 and adopted by the Committee of Experts of the UN Economic and Social Council on the Transport of Dangerous Goods and the Globally Harmonized System of Classification and Labeling of Chemicals in 2002 to guide Countries all over the world formulate a chemical management strategy to prevent, control, reduce the hazards of chemicals and protect human health and the environment. The Globally Harmonized System of Classification and Labeling of Chemicals (GHS) is a set of scientific and standard chemical classification labels that have been created through years of efforts under the coordination of the relevant agencies of the United Nations and based on the current major classification system in Europe, the United States and the United Nations. system. GHS classifies substances and mixtures from three aspects: physical hazard, health hazard and environmental hazard, of which 16 are physical hazards, 10 are health hazards, 2 are environmental hazards and 28 are dangerous in total. At the heart of the GHS is the ability of countries around the world to communicate to their workers and consumers information about the dangers of chemicals in a unified and understandable form. The established rules for the classification and disclosure of chemical hazards have been adopted by the International Social acceptance.
