One goal is to enable state-owned large and medium-sized enterprises to concentrate on expanding and strengthening the company’s core competitiveness. Two programs must first carry out the reform of the joint-stock company’s shareholding system and then introduce the three orientations of the main business to attract investment. Stick to the market-oriented orientation of the reform target and insist on the reform measures. Diversification orientation persisted in the diversified orientation of property rights after restructuring. The four major achievements became the main channel for diverting surplus staff in resettlement enterprises. It drove the structural adjustment of large and medium-sized state-owned enterprises. Auxiliary reforms promoted diversification of property rights in multiple ways to solve long-term problems. Problems of Coexistence between Listed Companies and Existing Companies in State-Owned Enterprises Provide Practical Approaches
