The Chinese government official ensures that the foreign companies will receive the same treatment in innovation policies.
Wan Gang, Minister of Science and Technology and vice president of the Chinese People’s Political Consultative Conference, said on November 6 that the independent innovation policy in China is open and effective for all the enterprises registered in China. The foreign companies are treated equally.
These words are quoted from Wan Gang’s report of “Improving China’ Independent Innovation Ability and Building Innovation-oriented Country” when he was present in the “2010 Huangpu River Forum for Innovation”.
Wan Gang reported some important progress in building innovation-oriented country in the 11th Five-Year Plan (2006-2010) and forecasted the challenges and opportunities for China. He also introduced the blueprint of the technological development in the next five years, including the consummation of independent innovation system and the enlargement of international cooperation.
According to the statistics, there have been more than 3,300 foreign-funded research and development (R&D) institutions in China by the end of 2009. They got policy support in different forms during their development. Wan Gang said: “Our innovation policies treat every company equally. We encourage the foreign companies to set up R&D centers in China.”
The data shows that these 3,330 foreign R&D centers have contributed to 25% of the technological trading volume in China in 2009. 346 of the Global 500 have built R&D institutions in China, turning this country into one of their important forces in the world.
In addition, the case conclusion rate for the intellectual property disputes increased by 29.7% in 2009. The registration rate of patent improved by 22.4% and the trading volume in the technology market grew by 15%. “This fully tells that China has made significant progress in intellectual property protection.”
Wan Gang also pointed out that China was lower than the world’s average level in the innovation ability, and of course, was far behind the global major innovation-oriented countries. One of the most important tasks for China in the 12th Five-Year Plan (2011-2015) is to improve China’s innovation ability to the above-average level.
