缺水形势严峻与雨洪灾害频发的矛盾是我国大部分地区,特别是北方地区面临的普遍问题,雨洪资源化是缓解这一矛盾的有效途径。以北京市平谷盆地为例,评价了当地雨洪资源利用现状,指出水库蓄放水不足、河道生态环境退化、集水工程长期积水引起水质恶化、河流富营养化严重等是当前区内雨洪资源化过程中存在的主要问题。针对这些问题,提出改善河流水质、增加水库放水量、充分利用地下储水空间、加强城镇雨洪资源利用、因地制宜地利用山区雨洪资源等应对措施,为当地雨洪资源利用研究和实践提供参考,并为其他地区提供借鉴。
