2001年北京市出台了《北京市城镇廉租住房管理试行办法》,经过两年多的实践,北京市的廉租住房的工作开创了较好的局面,初步形成了具有北京特色的行之有效的最低收入家庭住房保障体制。首先,北京市建立了以公共财政为主的稳定的资金来源渠道,两年来财政已投入廉租住房建设、管理专项资金2.9亿元;第二,初步搭建起市、区、街道三级管理,房管、民政、财政、街道办事处各部门配合实施的多层次管理构架:第三,制定了规范严谨的准入、审核、公示、摇号、配租、退出等管理程序:第四,针对廉租家庭不同困难需求,形成了租金补贴、租金减免、租金补贴还贷购房和实物配租四种方式并行的实施方式。
Beijing Municipality promulgated the Trial Measures for the Management of Low-rent Housing in Cities and Towns in Beijing in 2001.
