2002年9月6日,中国空间技术研究院副院长袁家军向外界透露,中国正在研制具有竞争力新一代通信卫星以开拓国际通信卫星市场。 联想到的2002年8月2日“中国泛旅”(600118)变更为“中国卫星”,中国卫星产业化的旗舰企业开始打造。 也是在8月中旬,中国空间技术研究院与法国阿尔卡特宇航公司就卫星零部件出口签订正式合同,从而实现了出口零的突破。“要把自己融入全球经济体系当中”,中国卫星产业也开始了国际化。
