人事档案作为组织和人事部门用人治事的工具,长期以来由组织上掌握和使用。它是组织考察、了解员工的重要手段,是组织、选拔使用干部的重要依据。虽然人事档案记载着的信息与个人息息相关,但它一直离公众很远,始终在高度保密的环境中运转,个人没有机会和权利使用。在战争年代和计划经济时期,这种传统的人事档案和人事档案管理工作曾发挥了相当重要的作用。但随着我国市场经是体制的确立和完善,人才流动日益频繁,加之人事制度改革的推进和《政府信息公开条例》的出台,对人事档案信息公开的呼声越来越高。笔者认为,如果要实行人事档案信息公开,就必须解决好如下问题:
Personnel files, as a tool for employing people in organizational and personnel departments, have long been organized and used by organizations. It is an important means of organizing investigation and understanding of employees and an important basis for organizing and selecting and using cadres. Although the information contained in the personnel files relates to personal information, it has always been far away from the public and has always operated in a highly confidential environment where individuals have no chance and right to use. During the war years and the planned economy, such traditional personnel files and personnel files management played a very important role. However, as China’s market is established and perfected by the system, the flow of talents is increasingly frequent, and with the advancing of the personnel system reform and the promulgation of the “Regulations on the Disclosure of Government Information,” public opinions on the personnel files are getting louder and louder. The author believes that if the implementation of the personnel files open, we must solve the following questions:
