1987年以来,北京先后有多家心理咨询中心,红红火火地开办起来,但没过多久就倒闭了。之所以如此,是因为从社区心理卫生的角度讲,心理咨询应该低收费,可是,维持其运转又需要一定费用。目前,这类机构有两种:一种是政府办的,由政府拨款支持;一种是民办的,经费靠咨询活动的收入支持。这两种方式都有一些问题。北京社会生活心理卫生咨询服务中心(简称“中心”)是政府出资出人办的北京市第一家社会心理咨询服务机构,它能维持到现在,与市、区两级民政部门给予的支持分不开。但是,能维持并不意味着没问题。他们面临的问题主要是领导体制不顺,每年得不到政府的固定拨款。中心虽然是民政局的一个下属机构,民政局也给予了一定支持,但是由于心理咨询不是民政部门的职责工作,民政局不可能把领导的精力、部门的人力和财力投入到这里。有关同志曾无奈地表示,民政局不是没钱投入,可是经费投入到哪儿是有规定的,心理咨询虽然对稳定社会有重要的作用,但是,至
Since 1987, Beijing has set up a number of psychological counseling centers in full swing, but it did not take long before it went bankrupt.
