中国的卫生监督职位分级管理还处在试点阶段。目前,全国开展该项工作的试点单位已经超过了20多家,并取得了初步成效,但也暴露出诸多问题和不足。本文从实施卫生监督职位分级管理的原因和必要性入手,介绍了职位分级管理的设计原则。通过对卫生监督职位分级管理实施过程中存在的问题进行总结和分析,提出了强化制度保障措施、完善公务员制度与分级管理制度的有效衔接、制定合理的薪酬体系、差别化制定监督员继续教育模式等针对性建议,为卫生监督机构开展职位分级管理工作提供了参考价值。
China’s health supervision of job classification management is still in the pilot phase. At present, more than 20 pilot units nationwide have carried out this work and have achieved initial success. However, they have also exposed many problems and shortcomings. This article starts from the reason and necessity of implementing the classified management of health supervisory positions, and introduces the design principles of the classified management of positions. By summarizing and analyzing the existing problems in the implementation of the hierarchical management of health supervision positions, this paper puts forward some suggestions to strengthen the system security measures, improve the effective connection between the civil service system and the hierarchical management system, formulate a reasonable salary system and differentiate the continuous education mode of the supervisors And other targeted recommendations for the health supervision agencies to carry out job classification management provides a reference value.
