乡镇卫生院具有公益性与福利性,在农村地区为广大居民提供最基本的医疗保健服务。近年来由于农村医疗制度改革的不断深入,乡镇卫生院的发展状况也逐渐受到了各级地方政府的重视。然而由于历史问题、资金问题及体制问题,目前我国乡镇卫生院的财务管理工作存在诸多漏洞,基础环节薄弱,财务管理滞后。本文从人员管理与制度管理两个角度分析了解决这些问题的策略。

In recent years, due to the deepening reform of the rural medical system, the development of township hospitals has also been gradually taken seriously by local governments at all levels. However, due to historical problems, financial problems and institutional problems, there are many loopholes in the financial management of township hospitals at present in our country. The basic links are weak and the financial management lags behind. This article analyzes the strategies to solve these problems from two aspects of personnel management and system management.
