当前,国防和军队建设进入关键时期,所面临的形势非常严峻。所担负的任务十分艰巨,要切实履行好新使命,做好军事斗争准备,征兵工作是一项基础性工作。近年来,随着我国经济、社会结构的深刻变革和人们思想观念的发展变化,征兵工作遇到了一些新情况、新问题,诸如自觉服兵役的高素质预征对象人数减少、兵员整体质量下降、征兵干部素质滑坡、非正常征接兵增多、应征兵员思想复杂等等,都对征兵工作提出了严峻挑战。如何科学把握征兵工作的新特点、新规律,解决征兵工作中出现的问题和不足,确保把优质合格的兵员选送到部队,已成为刻不容缓的问题。本期刊登相关的研讨文章,希望引起广泛关注。
