少年犯罪问题从根本上看是一个社会问题,需要从整体的视角考虑,来设计少年违法犯罪综合性政策。在建构或完善少年司法综合性政策的时候,要遵循不歧视原则、最大利益原则、尊重儿童原则、保障儿童生存权和发展权原则。少年违法犯罪制度涉及到其他制度的配套,特别应重视措施的可行性以及制度措施之间的衔接。 The problem of juvenile delinquency is fundamentally a social issue. It is necessary to design a comprehensive policy on juvenile delinquency from a holistic perspective. In building or improving the comprehensive juvenile justice policy, we must abide by the principle of non-discrimination, the principle of maximum benefit, respect for the principle of children, and the principle of safeguarding children’s rights to life and development. Juvenile delinquency system involves the matching of other systems, with particular emphasis on the feasibility of the measures and the linkages between the institutional measures.
