1996年7月中下旬，资、沅水流域发生了历史上罕见的稀遇洪水。柘溪、五强溪、凤滩三座大型水库由于采取了非常规调度措施，最大限度地发挥了防洪作用，为确保下游县、市和尾闾地区重点堤垸的安全做出了巨大贡献。但是也有值得认真总结反思的经验教训。
In mid-late July 1996, rare rare floods occurred in the capital and the Yuanshui watershed. The three large reservoirs of Sui River, Wuqiangxi and Fengtan have made great contribution to the safety of the key embankments in downstream counties, cities and tail areas by adopting unconventional dispatch measures to maximize flood control. But there are lessons worth reflecting on reflection.
