我国西南地区拥有众多知名的风景河流,因此成为了水电开发的重点区域,但水电开发对流域生态环境的影响、文化遗产和自然景观的破坏也逐步显现。本文通过对中央政府与当地居民和环保NGO的博弈分析,得出纳什均衡,为政府处理与当地居民和环保NGO之间的矛盾、合理进行河流开发与保护给出了建议。 Southwest China has many famous scenic rivers, so it has become a key area for hydropower development. However, the impact of hydropower development on the ecological environment and the destruction of cultural heritage and natural landscape are also gradually emerging. Through the analysis of the game between the central government and local residents and the environmental NGOs, this paper draws the Nash equilibrium and gives some suggestions for the government to deal with the contradictions between the local residents and environmental NGOs and to make rational river development and protection.
