In September 2004, the main participants in a global initiative aiming at strengthening nuclear security held in Vienna an international conference entitled “International Partnership for Global Threat Reduction Initiatives”. The conference launched a U.S.-led initiative to divert or protect high-risk nuclear and radioactive materials and equipment that pose a threat to the international community around the world. This initiative seeks to rely on existing and longer-term threat reduction efforts to ensure the safety of vulnerable nuclear and other radioactive material throughout the world. The United States, the Russian Federation and the International Atomic Energy Agency (IAEA) are cooperating on several major programs that are an important part of the Global Initiative to Mitigate Threats. These plans include the Russian Research Reactor Fuel Return Program, a tripartite initiative to reduce the fuel concentration of research reactors and test reactors and to ensure the safety of high-risk radioactive sources.
