俄罗斯与欧盟的贸易关系是当今最重要的国际关系之一。自2000年以来,随着俄罗斯经济的恢复和国力的增强,双方关系进入了一个新的阶段。但是,双方基于不同的利益诉求,在经贸领域中存在矛盾与摩擦,不仅体现了双方经济层面的联系,更反映了双方政治关系发展的情势。尽管欧盟可以依托在经贸领域内的权力,并能够通过制裁以及将不同领域的问题议程相联系等手段对俄罗斯施加压力,但俄罗斯更倾向于在双边层面上与欧盟成员国解决分歧,培育双边关系。因此,本文将从俄罗斯与欧盟的贸易争端的视角,根据相关贸易争端的案例来审视俄罗斯对欧盟的政策基础。
Russia’s trade relations with the European Union is one of the most important international relations of our time. Since 2000, with the recovery of Russia’s economy and the enhancement of its national strength, the relations between the two countries have entered a new phase. However, on the basis of different interest demands, both sides have contradictions and frictions in the economic and trade fields. They not only reflect the economic ties between the two sides, but also reflect the development of political relations between the two sides. Although the EU can rely on its power in the economic and trade fields and can impose pressure on Russia through sanctions and linking issues on different issues, Russia is more inclined to resolve its differences with EU member states at the bilateral level and foster bilateral relations . Therefore, from the perspective of trade disputes between Russia and the EU, this article examines Russia’s policy basis on the EU based on the case of related trade disputes.
