正确地发挥市场和政府“两只手”的积极作用，是现代市场经济的必然选择。“两手”并用、互相补充，形成合力的关键是正确使用“看得见的手”。必须顺应市场规律，慎用政府干预，把握“两只手”在不同领域不同层次上的作用方式及其度，不断寻找它们在不同领域不同层次上的最佳结合点。
