In 1991, during the early stage of tillering of rice, the Yangtze River and Huaihe River basin suffered a rare catastrophic flood disaster of a century. Although a large number of water conservancy projects have been constructed after the liberation, irrigation and drainage conditions have been improved and played a great role in this flood disaster, the situation is still grave due to the intensity of the storm and the severity of the disaster. In order to facilitate future leaders at all levels in resisting floods In disaster preparedness science decision-making to guide the planning and design of agricultural production and water conservancy project to provide reliable information, the disaster occurred, we have set up more than 300 field observation points in the county to explore the impact of this major floods on rice growth .
