《上海市“十五”能源发展重点专项规划》要求上海煤炭消费量与2000年相比实现零增长,控制在4500万吨以内。按目前煤炭用量最小递增,全上海工业用煤2005年将比2000年多耗煤216万吨。建议采取以下措施:①利用6亿m~3天然气替代煤炭;②优质能源的能量利用效率比煤炭高又可相应减少煤炭消耗;③提高工业系统能源利用效率,如采用技术改造、科学管理、能源审计、加强执法力度,开展培训等。通过上述措施,总共可减少煤炭使用量217万吨,与预测增量需求基本持平。此外,加大产品结构调整力度,大力发展高科技产业,实行集中供热,推广燃气热电联产等,还可降低用煤总量。因此“十五”期间上海工业用煤量控制在零增长乃至负增长的设想是有依据的,也是可能的。

Therefore, during the “Tenth Five-Year Plan” period, the idea of controlling industrial coal consumption in Shanghai for zero growth and even negative growth is based on and is also possible.
