自古以来,中国历朝历代视粮政为要端;世界各国,包括政界、商界和学术界都关注着中国的粮食。本世纪最后20年的中国粮食史,是一部改革史;粮食流通体制改革起步早、举措多、成效大。然而,客观而言,中国粮食流通体制还未取得根本性突破,还急需深化改革。现在的问题是,在市场经济条件下,粮食流通具有更突出的地位和作用,深化粮改也更复杂,既涉及经济制度、经济体制、经济机制三个层面;又关系粮食生产、粮食经营、粮食消费三个主件。实现的问题是,在市场条件下,如何更好地发挥粮食流通的作用?如何利用现在的有利条件深化改革?

The question to be solved is: how to play a better role in food distribution under the market conditions? How to deepen the reform with the favorable conditions now?
