在整个世界卫生领域近十几年来已经发生了比较深刻的变革,在“健康是一项基本人权”这一伟大口号下。对卫生工作本质的认识不断深化。“2000年人人享有卫生保健”的全球策略深入人心,全世界从没有像今天这样关注人们的健康,并将人民健康水平作为衡量一个国家社会进步和综合国力的重要标志之一。在医疗卫生体制和体系、健康人权和平等、卫生配置和筹资、费用和效率、医疗及医疗市场运行等方面都发生了深刻的变革。卫生工作从病人转向健康人;从少数人转向多数人;从治疗病人转向健康促进;从医疗服务的高、精、尖转向基层卫生资源的投入。
In the past more than ten years in the world health field, more profound changes have taken place, under the great slogan “Health is a basic human right”. The understanding of the nature of health work continues to deepen. The global strategy of “Health for All for All in 2000” is deeply rooted in people’s minds. The world has never been as concerned about people’s health as it is today, and people’s health is considered as one of the important symbols of measuring a country’s social progress and comprehensive national strength. Significant changes have taken place in the health care system and system, health and human rights and equality, health allocation and financing, cost and efficiency, medical and medical market operations. Health work shifts from patients to healthy people; from a few people to a majority; from the treatment of patients to health promotion; from the high, refined and sharp medical services to basic health resources.
