西北油田分公司连续18年保持原油产量箭头向上,尤其是“十一五”以来,逐渐跻身我国陆上十大油田行列,成为中国石化的增储上产主力军和盈利大户。但企业的顺利发展也带来一些思想和行为上的问题。干部职工适应了发展顺境,对于“寒冬”到来没有充分思想准备;对于企业发展安于现状、不思变创新、对于制度执行变通、特权意识和甲方意识长期存在、管理机制与油公司体制不相适应等问题。借助集团公司改革调整的机会,转变思维、主动作为,在把握大势中趋利避害,在创新实践中破解难题,在应对挑战中抢抓机遇。
Northwest Oilfield Branch has maintained its crude oil output for the first time in a row for 18 years. Especially since the 11th Five-Year Plan period, it has gradually become one of the top ten oilfields onshore in China and has become a major force and a major profit-making shareholder in Sinopec. However, the smooth development of enterprises also brings about some ideological and behavioral problems. Cadres and workers to adapt to the development of good conditions for the “winter ” is not fully prepared for the arrival; for the development of enterprises in the status quo, do not think of innovation, for system implementation flexibility, awareness of privilege and the long-standing sense of Party A, management mechanism and oil companies System does not meet the other issues.
