公共性是公共行政的根本性质和最终的价值观,而由于受技术理性和管理主义的侵蚀,公共行政的公共性缺失严重,其复归与实现便成为亟待解决的问题。然而多数学者仅仅热衷于讨论“空洞”的哲学概念,对于问题的解决并未有多少重大的现实意义上的研究。本文立足于公共性的根本——公共利益的实现。 Publicity is the fundamental nature and ultimate value of public administration. Due to the erosion of technical rationality and managementism, the publicity of public administration lacks serious publicity. Therefore, the reversion and realization of public administration have become urgent problems to be solved. However, most scholars are only keen to discuss the philosophical concept of “hollow ”, and there is not much significant realistic research on the solution of the problem. This article is based on the root of publicity - the realization of public interest.
