我国经济社会的发展极大地推动了地方政府之间的竞争和交往,区域经济协调发展与有序竞争成为普遍关注的焦点。本文从利益分析入手,分别对地方政府间的两种竞争行为进行现实和理论的剖析,指出现实中地方政府间关系运行中存在的问题,认为只有建构一种制度框架才能保证地方政府间关系的良性运行。另外,行政区划调整对区域经济发展中的地方政府关系也有积极作用。 The economic and social development in our country greatly promoted the competition and exchanges between local governments. The coordinated development of regional economy and orderly competition have become the focus of general attention. Starting with the analysis of interests, this article analyzes the two competition behaviors between local governments in reality and theoretically, and points out the problems in the actual operation of the relations between local governments. It holds that only by constructing a system framework can the relationship between local governments be guaranteed Healthy operation.
