一、前言大专院校为高等教育暨学术研究发展机构,高等教育性质属于专业服务业,所聘教学、研究及服务之人员大多获有高等学历。世界各国在教育制度、教育法令与教育人事规划上,容各有不同之背景与特色,惟无论就任何一个角度观察,保障教师之基本权益,维护高等教育专业人员尊严,使其忠实履行义务,显为各国共同之趋势。然而实际上,一国大专教师的权利与义务之内涵,深受一国文化传统、现代经济、社会与法律之特征影响,因而一国必然沿习历史上之教育行政管理之传统与文化,或其立国精神与政治制度等外在因素,累积为其影响大专教师薪资决定制度建立之基础。

Therefore, a country inevitably follows the tradition and culture of history education administration or Its founding spirit and political system and other external factors, the cumulative impact of college teachers salary decision-making system to establish the foundation.
