房地产在中国已成为国民经济的支柱产业,成为地方政府财政收入的主要来源之一和GDP增长的重要保障力量。但是近年来房价增长速度远远快于居民收入增长速度,房地产存在泡沫风险加大。为此,政府遏制房价过快增长的频率加快,措施愈加多样化,但调控效果并不明显。如何平衡房地产调控和经济社会发展的关系,实现房地产产业的健康合理发展,成为摆在十二五面前的一个亟需解决的难题。本文通过对近年来中国房地产发展和房价增长中存在的问题分析,提出建立阶梯式供房,房屋抵押贷款分类,完善收入分配制度和健全居民投资理财市场等措施,来协调房地产业发展对经济增长和社会发展的正负效应。
Real estate has become a pillar industry in the national economy in China and has become one of the major sources of revenue for local governments and an important guarantee for GDP growth. However, the rate of house price increase in recent years is much faster than the rate of increase in resident income and the risk of bubbles in the real estate market increases. To this end, the government to curb housing prices to speed up the rapid growth, more diverse measures, but the regulatory effect is not obvious. How to balance the relationship between real estate regulation and economic and social development and realize the healthy and reasonable development of the real estate industry has become a pressing problem to be solved before the 12th Five-Year Plan period. Based on the analysis of the existing problems in real estate development and house price increase in China in recent years, this paper puts forward some measures such as establishing ladder-type house, housing mortgage loan classification, improving income distribution system and perfecting the investment and financing market of residents to coordinate the development of real estate industry to economic growth And the positive and negative effects of social development.
