从1979年的1000万元到2004年的1238.61亿元,仅仅20多年的时间,中国广告业便创造了一个令世人瞩目的金钱神话。然而广告市场中出现的种种问题,特别是虚假违法违规广告的大肆猖獗,却从另一个侧面暴露出中国广告业的问题与弊病。为了维护广大人民群众的切身利益,维护新闻媒体的公信力,2005年4月26日,国家工商总局、中宣部、新闻出版总署、国家广电总局、信息产业部等11部门,在北京召开“全国整治虚假违法广告专项行动第一次部际联席会议”,拉开了全国整治虚假违法广告专项行动的序幕。中国广告业的总体态势如何?虚假违法广告的产生原因及其危害有哪些?应该如何加强监管?传媒业发达国家的广告监管有那些办法?为了解答这些问题,为了配合国家11部门开展的“全国整治虚假违法广告专项行动”,本刊特策划推出了此专题。
