在社区建设的过程中,如何处理社区资产的问题是影响政府与社区关系的一个非常重要的问题。尽管各地都明确赋予社区享有资产管理权、资产收益支配权,但在实践中,有些地区的社区资产仍被街道办事处控制,社区的这一权利并未能得以落实,引起了社区的不满;一部分地方真正把这项权利还给了社区,但由于相关的制度不完善,监督约束不力,也出现了许多问题,引起了街道办事处和居民的不满。其实,正确处理街道办事处、社区居委会及居民之间的关系是解决这一问题的关键。武汉市硚口区宗关街发展社区在社区建设过程中探索出了一条社区资产管理的新路子,建立了街道办事处指导、居民代表大会决策、居委会负责管理和收益的支配使用,街道办事处和居民共同监督的运行机制,形成了街道办事处、社区组织和居民多方共同参与、共同监督的社区资产管理模式。理顺了街道办事处与社区之间,社区组织之间和社区组织与居民之间的关系,在社区建设中收到了较好的效果。本刊特发此文,以供参考。

Community Development in Zongkou Street, Wuhan City, explored a new way of community asset management in the process of community construction, established guidance of sub-district offices, decision-making of residents’ congresses, neighborhood committees responsible for the management and use of proceeds, and subdistrict offices And residents to monitor the operation of the formation of mechanisms formed by the neighborhood offices, community organizations and residents to participate in more than one common supervision of community asset management model. The relationship between neighborhood offices and communities, community organizations and community organizations and residents has been straightened out and good results have been achieved in community construction.
