公共图书馆服务标准是指公共图书馆用以指导和管理其服务行为的原则和规范。我国全国性《公共图书馆服务规范》已于2012年1月20日颁布。文章根据近年来广东省地级市公共图书馆的服务现状,在全国《公共图书馆服务规范》的基础上对广东省地级市公共图书馆服务标准的制定理念、流程、后续修订进行了思考。阐述了制定服务标准的SMART五原则,并初步提出服务标准的基本架构以及一些可选择性的服务标准框架。
Public library service standards refer to the principles and norms that public libraries use to guide and manage their service activities. China’s national “Public Library Service Specification” was promulgated on January 20, 2012. According to the service status of prefecture-level city public libraries in recent years, based on the national “specification of public library services”, the article makes a consideration of the concept, process and subsequent revision of the service standards of prefecture-level cities in Guangdong Province . It elaborates the five principles of SMART in the development of service standards, and initially presents the basic framework of service standards and some optional service standards frameworks.
