为了提高煤矿应急管理能力科学评价水平,完善应急管理机制,提出了基于拉开档次法与支持向量机的煤矿应急管理能力评价模型。根据评价指标观测数据,采用拉开档次法确定指标权重,减少主观因素对评价过程和结果的影响;同时运用处理小样本风险评价、非线性及多维识别问题具有优势的支持向量机进行综合评价研究,确保评价结果拥有更高精确度。实证研究结果表明:该模型评价结果相比较传统评价具有较高精度,适用于实际煤矿应急管理能力评价。
In order to improve the scientific evaluation level of coal mine emergency management capability and improve the emergency management mechanism, an evaluation model of coal mine emergency management capability based on pull-up grade method and support vector machine is proposed. According to the observed data of evaluation index, the index weight is determined by the pull-out grade method so as to reduce the influence of subjective factors on the evaluation process and result. At the same time, the support vector machine with advantages of nonlinear and multidimensional identification is applied to comprehensive evaluation , To ensure that the evaluation results with higher accuracy. The empirical results show that the model evaluation results have higher accuracy than the traditional evaluation and are suitable for the evaluation of the actual coal mine emergency management capability.
