利比亚是北非重要的国家，因为其地理上与欧洲隔地中海相望，油气资源丰富，在世界上也有一定的影响。自从1951年独立以来，利比亚经历了伊德里斯王朝时期、卡扎菲统治时期和内战后去卡扎菲时期。本文试图从中央与地方的关系、民主与独裁的抉择这两个方面，梳理利比亚宪政发展史的经验与教训。
