邵阳市地税系统大力深化征管改革,结合农村撤所建分局,加快人事制度改革步伐,在全市地税系统全面推行以“竞争上岗、选贤任能、双向选择、优化组合”为主要内容的用人制度改革。全市288名机关正副科长、征收分局正副局长、中层领导职位全部实行竞争上岗,410人踊跃参与竞争。通过竞争,有288人脱颖而出,走上领导岗位,有39名原任正副(股)所长主动让贤,有51名一般干部竞争上副职岗位,23人由原来的副职升为正职,有7人原为正职降为副职。
