近年来,我国连续实施积极的财政政策,大力加强基础设施建设,全国公路建设投资连续4年突破2000亿元,使我国公路建设实现了跨越式发展,尤其是高等级公路里程得以迅猛增长。公路交通事业的大好局面,也为路用沥青产业带来了无限的商机。据权威资料统计,1998年～2001年的3年间,我国道路沥青消费量为1050万～1200万吨,其中高等级道路沥青消费量约在700万～800万吨,而1998年我国高等级道路沥青产量不足50万吨,与市场需求量缺口之大令人震惊。
