20世纪70年代以来,发达国家逐步形成了“政府—营利部门—社会组织”并立的三元社会结构。社会组织介于政府和营利部门之间,具有直面社会需求、均衡群体利益、协调社会关系、积累社会资金的重要功能。要实现从传统社会向现代社会的转型,必须着眼于建立新型政社合作关系,逐步形成三元社会结构。 Since the 1970s, the developed countries have gradually formed a ternary social structure in which “the government-profit-making departments-social organizations” are both independent. Between the government and the profit-making departments, social organizations have the important function of confronting social needs, balancing the interests of the masses, coordinating social relations and accumulating social funds. In order to realize the transition from the traditional society to the modern one, we must focus on establishing a new type of cooperative relations between political and social organizations and gradually form a three-dimensional social structure.
