目的:优化绩效考核方法,建立以有效工时为主的社区卫生绩效考核机制。方法:先组织专家对工作数量、工作质量、群众满意度进行评定。然后实施以有效工时为主的绩效考核方法,三个月后进行工作数量、工作质量、群众满意度的评定。结果:中心工作数量、工作质量、群众满意度分别较去年同前上升了8.7%、3.5%、3.0%。分析:以有效工时为主的社区卫生绩效考核理论是绩效管理学理论的重要组成部分,有效工时绩效考核机制的建立有利于建立科学的绩效工资分配机制,有利于形成明确的社区卫生导向机制,有利于优化社区卫生内部运行机制。
OBJECTIVE: To optimize the performance appraisal method and establish a community health performance appraisal system based on effective working hours. Methods: Organize experts to assess the work quantity, work quality and mass satisfaction. Then the implementation of effective performance-based assessment of working hours, three months after the number of jobs, quality of work, mass satisfaction assessment. Results: The number of work centers, the quality of work and the masses’ satisfaction increased by 8.7%, 3.5% and 3.0% respectively over the same period of last year. Analysis: The performance evaluation theory of community health mainly based on effective working hours is an important part of performance management theory. The establishment of effective performance evaluation mechanism is conducive to establishing a scientific performance-based salary distribution mechanism and is conducive to the formation of a clear community health-oriented mechanism.
