牡丹江团市委今年与市委、市政府签下了责任书,要帮助解决2000名下岗青年职工再就业,这无疑是一项艰巨的工作。但牡丹江团市委早在1994年就开展了帮扶待业下岗青年再就业的工作,几年来已取得了切实可行的经验。团市委首先从改变观念入手,利用座谈会、结对会、典型报告会、谈心走访等形式帮助下岗青年树立新的就业观,改变以往只有进国营企业才算就业的观念,不等不靠,广开思路,形成“大就业观”:只要有利于生活,有利于发挥自己的特长,
