自2005年提出转型并开始实践以来,中国电信西安分公司走过了一段不平凡的历程。这几年,西安分公司一直坚定不移地紧跟中国电信集团公司转型战略,积极地学习、理解,并不断在实践当中因地制宜、创造性地落实和提升公司的战略执行力。在这个过程中,公司经历了解放思想、统一认识、因地制宜创造性地执行等多个阶段的深刻学习与实践磨砺,一路走来,很不容易,但非常值得。回首看走过的这一条不平坦的道路、非常艰辛的道路、被实践证明是非常正确的道路,笔者深深地感受到,改善企业持续健康发展所需要的内部环境尤其是管理环境,以及提升领导干部的领导水平,对于企业发展有十分重要的意义。西安分公司有一个传统:新任领导任职后,总经理要亲自给新任领导授课,每年进行至少一次总经理亲自讲课的干部培训,促使各级领导干部认真结合公司发展实际,带领广大员工创造性地推进工作。促进领导干部主动提升自身的思想水平、思维方式、知识结构和信息占有量,增强党性意识、大局意识和责任意识,学会站高一步看问题,以良好的品德和过硬的领导力抓班子、带队伍、谋发展、创事业。在本文中,笔者将结合这几年西安分公司的发展,详细阐述在具体工作中如何通过有效的组织、行动计划和管理方法把集团公司的战略决策转化为预期目标的实现。

The author deeply feels that the internal environment necessary for improving the sustainable and healthy development of enterprises, especially the management environment, and promotion The leading level of leading cadres is of great significance to the development of the enterprise. Xi’an branch has a tradition: after assuming the new leadership, the general manager personally instructs the new leadership, conducts at least one cadre training for himself / herself at least once a year, and encourages the leading cadres at all levels to conscientiously combine the actual development of the company and lead the creative innovation of the staff jobs. Promote the leading cadres to take the initiative to enhance their own ideological level, mode of thinking, knowledge structure and information share, enhance awareness of the party spirit, the overall situation and sense of responsibility, learn to stand one step higher and see problems, with good morality and excellent leadership team, belt Team, seek development, create a career. In this paper, I will combine the development of Xi’an Branch in recent years, elaborating how to turn the strategic decision of the group company into the realization of the expected goal in the concrete work through effective organization, action plan and management method.
