1981年,济南市工交系统进一步加强了企业整顿工作,取得了好成绩。一是领导班子得到了加强,干部结构有了变化。在县级企业中,懂生产技术、会经营管理、年富力强的领导干部约占40%,平均年龄下降了两岁。在已召开党代会的企业领导班子中,领导干部具有大专文化程度的占20%以上。二是健全了领导制度,加强了民主管理。在市属329个企业中,已有78.7%的企业恢复和实行了党委领导下的职工代表大会制,搞得较好的企业约占35%左右。
In 1981, Jinan City, the system of work to further strengthen the consolidation of enterprises, and achieved good results. First, the leadership has been strengthened and the structure of cadres has changed. Among the county-level enterprises, about 40% of the leading cadres with a mature and prosperous history are able to understand management techniques and production management, and their average age has dropped by two years. Among the leadership groups of enterprises that have convened the party congress, leading cadres account for more than 20% of the students with college education. The second is to improve the leadership system and strengthen democratic management. Of the 329 municipal enterprises, 78.7% of the enterprises have restored and implemented the employee representative assembly system under the leadership of the party committee, and about 35% have done well.
