20世纪80年代初期,被称为“电子一条街”的中关村在各种争议和质疑中艰难发展。在这里的大大小小的企业经常接受来自各个部门的调查。本文通过考察和梳理中央调查组两次进驻中关村的历史过程,试图从微观视角来阐明中关村创业初期,中央调查组是如何充当中央决策者与中关村创业者之间互动的桥梁与中介作用的。正是中央决策者与中关村创业者的良性互动共同推动了中国高新技术产业的发展,并最终促成了中关村科技园区的建立和发展。中关村的发展反映了中国改革开放和科技创新的历程,对特区的改革创新具有重要的启示和借鉴意义。
In the early 1980s, Zhongguancun, known as the “Electronic One Street,” struggled to develop in various disputes and questions. Large and small businesses here often accept surveys from various departments. By investigating and combing the historical process of the Central Investigation Team being stationed in Zhongguancun twice, this article attempts to clarify from the microscopic point of view how the Central Investigation Team acts as a bridge and an intermediary for the interaction between the central policy makers and the entrepreneurs of Zhongguancun during the initial stage of entrepreneurship in Zhongguancun. It is the positive interaction between the central policy makers and the entrepreneurs in Zhongguancun that jointly promoted the development of China’s high-tech industries and eventually led to the establishment and development of the Zhongguancun Science Park. The development of Zhongguancun reflects the course of China’s reform and opening up as well as scientific and technological innovation. It has an important inspiration and reference significance for the reform and innovation of the SAR.
